Sealed bids will be received for rehabilitation of the Blair County Parking Garage. Bids must be submitted in a sealed envelope clearly marked "Bid Proposal for Blair County Parking Garage Rehabilitation Project" with the bidder's name, address, and contract number. Electronic submissions are not permitted. Irregularities, uninvited alternative bids, or omissions may result in rejection of the bid. Bidding Documents must be obtained and registration completed at Keller Engineers, Inc. All bidders must be registered to be eligible. A bid security in the amount of ten percent of the bid price is required, in the form of certified check, bank check, or bid bond from an acceptable surety, as provided in the Project Manual. No bidder may withdraw their bid for thirty days after the opening. The successful bidder must furnish satisfactory performance and payment bonds, each at 100% of the contract amount, within fifteen days of the written Notice of Award, and provide required insurance and subcontractor or supplier information per Article 12 of Section 100. Failure to comply may result in revocation of the award and forfeiture of bid security. The County of Blair reserves the right to reject any or all bids, to waive any informalities or irregularities, and to accept or award any contract deemed in its best interest. The County may also consider the qualifications and experience of bidders and proposed subcontractors in evaluating bids. Award will be made to the lowest responsive and responsible bidder as determined by the County of Blair.
