Bid proposals are sought for furnishing all labor, materials, tools, equipment, and incidentals for the construction of paving improvements under an on-call contract for the City of Seaside. The work includes repairs and alterations to existing roadway sections, emergency repairs, and new construction as deemed appropriate by the City. General work consists of saw cutting, grinding, milling, placement and compaction of fill material, installation of tack coats, installation of fabric stabilizers, and paving and compaction of hot-mixed asphalt on existing street segments. Individual work orders shall be for pavement areas no less than 15,000 square feet. The contract term is one year, with an option for two additional one-year extensions, each with a not-to-exceed annual funding limit. No work is guaranteed and work is assigned via Work Orders. Instructions to bidders include the requirement to submit bids electronically via the City’s e-Procurement Portal. A notarized bid bond, certified check, or cashier’s check in the amount specified must be uploaded with each bid and delivered in original form by the lowest three bidders within the specified time. Successful bidders must possess a valid Class A General Engineering Contractor's or C-12 Earthwork and Paving Contractor’s license at bid opening, and all licenses must remain in good standing. Copies of Certificates of Reported Compliance for subject vehicles under the California Air Resources Board regulations must also be submitted with each bid. Bidders must meet responsibility standards, including adequate resources, satisfactory performance record, bonding and insurance capacity, and legal qualifications. Local prevailing wages must be paid, and all required forms and documents must be reviewed and acknowledged by bidders prior to submission. The City reserves the right to reject any or all bids and to waive irregularities as permitted by law. Bid validity is 90 days from opening, and unbalanced bids may be rejected. A non-mandatory pre-bid conference is offered for bidders to review project specifications.
