The successful proponent will deliver post-closure environmental monitoring at the former Ragged Lake and Burnside Composting Facilities. The work includes designating a qualified Project Manager to coordinate all aspects of the Environmental Monitoring Program in accordance with Site Approvals and Closure Plans. Responsibilities include reviewing historical environmental monitoring data and site reports, understanding monitoring systems at each facility, and incorporating findings into ongoing monitoring and reporting programs. The proponent will confirm, undertake, interpret, and report on groundwater and surface water monitoring at specified locations and frequencies as per regulatory approvals. Sampling and analyses must be conducted by qualified staff and certified independent laboratories. The scope also includes providing quarterly letter reports, annual reporting, and technical support for responding to regulatory inquiries. All deliverables are subject to quality assurance, effective communication with HRM staff, and compliance with applicable workplace and conduct policies. Proposals must be submitted electronically via the HRM’s Bids&Tenders™ bidding system, in the prescribed format, with required sections on team experience, project approach, quality assurance, and workplan. Cost information is prohibited in the technical proposal.
