All contractors required to pre-qualify for Elk Grove Unified School District projects must follow specified procedures, submit requested documentation and information at least annually with quarterly certifications or updates, and must be found pre-qualified by the District on a quarterly basis as a condition of bidding. The pre-qualification process is mandatory for General Contractors and Mechanical, Electrical, and Plumbing Subcontractors on projects projected to cost $1,000,000 or more. Each entity in a Joint Venture must be separately qualified. Pre-qualification includes submission of a questionnaire and financial statement under oath, with ratings based on the size and scope of eligible contracts, using objective criteria and references. Pre-qualification does not guarantee selection; post-bid evaluation will occur on a project basis to determine capability and trustworthiness. Contractors are encouraged to submit packages early for advance notification of status. Each questionnaire must be signed under penalty of perjury by a legally authorized individual. Inaccurate or outdated information must be updated immediately in writing under penalty of perjury. The District reserves the right to verify and investigate submissions, and maintains confidentiality of financial information except as required by law for disclosure of applicants’ names. No bid will be accepted from a General Contractor or listed MEP Subcontractor that has not complied. All entities in a Joint Venture must be pre-qualified. Bidders already prequalified in the last calendar year must submit quarterly updates certifying no material changes; failure to do so requires resubmission of a full pre-qualification application.
