Site work for a water / sewer project in Athol, Massachusetts. Completed plans call for site work for a water / sewer project.

The project consists of the installation of approximately 2,300 linear feet of Cured-In-Place-Pipe (CIPP) lining of 12" Vitrified Clay Pipe (VCP). Bidders must obtain Contract Documents, including plans and specifications, in PDF format from the designated website. To be considered responsive, the Bidder must have obtained at least one set of Bidding Documents from the Issuing Office using the name that will appear on the Bid Form. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for documents obtained from other sources. Questions regarding general bid information should be directed to John O'Leary at CMRPC, at joleary@CMRPC.org All bids are subject to the provisions and minimum wage rates required by M.G.L. c.30, 39M as amended, and M.G.L. c.149, 6 to 27H, or by federal Davis-Bacon wage rates, whichever is higher. The project is also governed by HUD's Section 3 policy to ensure employment generated by this CDBG program is directed to low- and very low-income persons. Bidders must make a good faith effort to achieve the goals of the Federal Minority and Women's Business Enterprise (MBE/WBE) policy regarding utilization of MBEs and WBEs. A bid bond with an acceptable surety, or a certified bank check in the amount of 5% of the total bid shall be submitted with each bid and made payable to the Town of Athol. The successful bidder must furnish a 100% Performance Bond and a 100% Labor and Material Payment Bond. Bids may be changed or withdrawn prior to the bid opening by submitting a written change in a sealed envelope, identifying the submitting party and indicating that it contains a correction. Bids may not be withdrawn for sixty (60) days after the bid opening. The lowest qualified responsible bidder shall be awarded the contract subject to availability of funds. The Town of Athol may cancel the Invitation for Bid, waive informality, or reject any or all bids in total or in part at its discretion, and will not be responsible for costs incurred by bidders preparing and submitting bids. A pre-bid conference will not be held for this project. Questions regarding the bid specifications should be directed in writing to the designated contact. Contract documents may be viewed at specified locations. Bids must be received at the location specified no later than the deadline given, at which time they will be publicly opened and read.
