Demolition, site work, paving and new construction of a mixed-use development in Athol, Massachusetts. Completed plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; for paving for a bridge / tunnel; sidewalk / parking lot; and sidewalk / parking lot.

The existing Bridge No. A-15-036 is located at Crescent Street over Sluiceway in Athol, MA. The bridge was constructed around 1900 originally. There are no available plans for this bridge structure. The roadway width measured curb to curb varies and has an average width of 40'. The superstructure consists of steel stringers fully encased in a 14"" deep concrete slab. The bottom flanges of steel beams are only visible at a few locations where the encasement has deteriorated. There is approximately 14"" of fill, which consists of 3"" hot mix asphalt, 6"" cobblestone and 5"" soil borrow on top of the structure. At the west sidewalk, the bottom of deck steps-up exposing one of the encased steel stringers which is severely deteriorated. At the southwest corner and along the east edge, the bridge deck abuts the Starrett Manufacturing Company. The company utilizes an underground tunnel which travels from their building at the southwest corner to their building at the northeast corner. The tunnel roof is approximately 2.5' underneath the roadway as it approaches the back of abutments. There is an opening, 8'-6 wide x 9'-6"" tall, in each abutment which allows for the tunnel to span between abutments. The tunnel walls are supported by concrete encased steel beams and the walls extend to the underside of the existing bridge deck. The tunnel is considered to be an independent structure with no visible connections between the tunnel and concrete deck. There are no available plans for the tunnel structure. Granite stone masonry gravity abutments support the superstructure. The span measured face to face of abutment varies and is 18.7' on average. The sluiceway serves as a discharge channel for the Starrett Company. There is no typical flow from the upstream end. The channel under the bridge contains several different types of utilities, including two steam pipes and several electrical conduits, serving the Starrett Company in addition to Town owned water and sewer. The work to be done under this contract includes but is not limited to removal approximately 12"" to 14"" of fill from on top of existing deck slab and replacement with a 12"" thick reinforced concrete deck slab. The slab will contain an integral wearing surface so there will be no asphalt on the bridge. A CM-MTL3 Bridge Railing will be installed along the east edge of slab to make the east sidewalk unmountable. The west sidewalk and encased beams will be demolished and replaced with a 12"" precast concrete beam and cast-in place reinforced concrete sidewalk. A CT-MTL2 Bridge Railing will be installed on top of the sidewalk and continue to be supported by a reinforced concrete moment slab at the northwest corner. The work also includes removal and replacement of an existing water line under the bridge and any other items as set forth in the contract documents. Payment for materials shown on the Plans as being part of the work to the bridge or which may be incidental to its construction and are not specifically included for payment under the Contract shall be considered incidental to the work performed. The bridge will be closed during construction. The date of the road closure will be coordinated by the Engineer and the Town of Athol. The Contractor will be responsible for all associated traffic management Items of work per the Contract Documents. The Contractor will maintain responsibility for securing and protecting the site. Massachusetts DOT pre-qualification certification is required for this project as indicated in the Instructions to Bidders and by MassDOT. Each Bid shall be submitted in accordance with the Instructions to Bidders and be accompanied by a Bid Security in the amount of 5 percent of the Bid. No Bidder may withdraw his/her Bid for a period of thirty days, excluding Saturdays, Sundays, and legal holidays, after the actual date of the opening of the Bids. The Successful Bidder must furnish a 100 percent Construction Performance Bond and a 100 percent Construction Payment Bond with a surety company acceptable to the Owner. Complete instructions for filing Bids are included in the Instructions to Bidders. Wage rates for this Project are subject to the minimum wage rates as per M.G.L., Chapter 149, Section 26 to 27D inclusive. Bidding and award of this Contract will be in accordance with the provisions of M.G.L., Chapter 30, Section 39M. The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in their best interest.
