Demolition, site work and new construction of a multi-residential development in Bloomingdale, New York. Completed plans call for the demolition of a five-room multi-residential development.

North Country Rural Development (NRDC) seeks proposals from qualified manufactured home retailers and site work contractors to replace a substandard manufactured home with a new, ADA compliant, ENERGY STAR® Certified manufactured home. Proposals may be from home retailers, site work contractors, or teams including both. Contractors are responsible for confirming field dimensions, site conditions, and detecting defects prior to bidding. All work must be performed using best practices and materials equal to or better than those replaced. The new home should preferably be placed adjacent to the current home to minimize homeowner displacement. Scope of work includes: - Preparation and submission of a detailed site plan before construction or installation. - Securing local and state permits for site work, foundation, septic, demolition, and utility connections. - Conducting a pre-construction site evaluation. - Providing a new ENERGY STAR® Certified Manufactured Home, fully ADA compliant, with specific accessibility and general specifications (minimum 3 bedrooms, 2 bathrooms, all-electric system, 200-amp service, Low-E vinyl windows, accessible features, etc.). - Installation of compliant foundation systems per HUD, state, and best practice cold-climate construction standards, with appropriate insulation, grading, and drainage. - Excavation, grading, utility connection, water testing, septic system evaluation, and reporting. - Installation of insulated skirting, exterior features, ramps, steps, and decks meeting ADA and code standards. - Final grading, seeding, and placement of stone for drainage around the home. - Complete removal and legal disposal of the existing home and debris, with receipts provided. - Obtaining Certificate of Installation or final inspection, and post-construction radon testing. Proposals must include company/contact information, license, proof of insurance, itemized cost estimate, estimated schedule, specifications for the proposed model, and a floor plan demonstrating ADA compliance. Separate proposals from home retailers and site contractors are welcome, with NRDC coordinating partnerships if needed. One entity must act as the general contractor.
