**As of February 09, 2026, this project has not yet been awarded. The project is expected to be awarded in two weeks.** Bids are requested for the renovation at 316 Main Street for the City of Pine Bluff. Each bid must include a certified check, bank draft, negotiable U.S. Government Bond at par value, or a satisfactory bid bond executed by the bidder and acceptable surety, in an amount equal to five percent (5%) of the total bid. Minimum salaries and wages for each job classification, as specified in the contract documents, must be paid. Bidders must ensure fair employment practices and non-discrimination based on race, color, religion, or handicaps. The "Bid Condition and Affirmative Action Requirements" and compliance with Executive Order 11246 on equal employment opportunity must be met, including submission of required certifications with the bid and obtaining similar certifications from subcontractors. Section 3 requirements regarding training, employment, and business opportunities as specified in 24 CFR 135.20(b) must also be adhered to. The City reserves the right to reject any or all bids or to waive any informalities. Foreign contracting companies and foreign owned companies not approved by USTR are barred from bidding. Bids may be held for up to thirty (30) days for review and qualification purposes. The City encourages participation by minorities, female-owned and operated businesses, and local firms.
