WSMP PROJECT TWR - 5 This project consists of furnishing all required materials, supplies, equipment, tools, and plan to perform all necessary labor for the construction of TWR-5 2.0 MG Elevated Storage Tower. This project is not subject to tax-exempt status. Bids submitted more than ninety-six (96) hours, excluding Saturdays, Sundays and holidays, before the time set for opening the bids, as well as bids submitted after the time set for receipt of bids, WILL NOT be considered. A cashier's check, a certified check, or a surety bond in the amount of five percent (5%) of the bid shall be required of each bidder. Deposits will be returned to the unsuccessful bidders. The bid bond should be submitted online at the time of online bid submission closing date and time. Each bidder shall accompany his bid with a Non-Collusion Affidavit and a Business Relationships Affidavit in writing displaying that the Bidder has not directly or indirectly entered into an agreement, express of implied, with any other bidder or the price or amount of such bid or any bids, the limiting of the bids or bidders, the paying to anyone any money for promotion expenses, the parceling or farming out to any bidder or bidders or other persons of any part of the contract or any part of the subject matter of the bid or of the profits thereof. Each bid submitted is a legal offer and when accepted by the City, constitutes a FIRM AND BINDING CONTRACT. The City reserves the right to REJECT ANY or ALL BIDS. The Edmond Public Works Authority reserves the unconditional right to cancel all or any portion of this project within thirty (30) days from the date of opening of bids, for any reason and at its sole discretion. Question Deadline 02/04/2026 at 2:00 PM CTsubmit questions via online Performance, Maintenance and Statutory Payment Bonds in the amount of 100% of the contract price with a Corporate Surety licensed in Oklahoma and approved by the Owner and Engineer, will be required for the faithful performance of the contract. A Maintenance Bond guaranteeing the repair of all damage due to improper materials or workmanship for a period of two (2) years, after the acceptance of the work by the Owner, will be required. Bidders on this work will be required to comply with the President's Executive Order No. 11246, as amended The contract is to be awarded to the lowest responsive, responsible bidder. The Owner reserves the right to waive any informalities in the bidding and the right to reject any and all bids in accordance with the Oklahoma Competitive Bidding Act. Conditional bids shall not be accepted. A. Construct Work as described in the Contract Documents. 1. Provide the materials, equipment, and incidentals required to make the Project completely and fully operable. 2. Provide the labor, equipment, tools, and consumable supplies required for a complete Project. 3. Provide the civil, architectural, structural, mechanical, electrical, instrumentation, and all other Work required for a complete and operable Project. 4. Test and place the completed Project in operation. 5. Provide the special tools, spare parts, lubricants, supplies, or other materials as indicated in the Contract Documents for the operation and maintenance of the Project. 6. The Contract Documents do not indicate or describe all Work required to complete the Project. Additional details required for the correct installation of selected products are to be provided by the Contractor and coordinated with the Construction Manager. 1.02 DESCRIPTION OF WORK A. Work is described in general, non-inclusive terms as: 1. Construction of a new 2.0 million gallon composite EST including all electrical, piping, valves, ladders, foundations, SCADA, equipment, instrumentation, demolition of two (2) existing storage tanks, site work, concrete site paving, site generator, and necessary appurtenance
