Site work and new construction of a residential development in Barre, Vermont. Conceptual plans call for the construction of a 42-unit residential development; and for site work for a residential development.
The City of Barre seeks a developer(s) to partner with on the Prospect Heights Development project, the largest housing development in the City in decades, located on an undeveloped 34-acre parcel off from Prospect Street. The City has secured funding to construct roads, water, sewer, stormwater, and other needed infrastructure to serve the parcel. The City has obtained approximately $9 million for infrastructure through several sources. A key condition is to secure a binding contractual obligation with a Housing Developer(s) who can bring online at least 42 housing units, of which 32 must be affordable to households at or below 80% Area Median Income (AMI), occupied by low-to-moderate income (LMI) households by December 31, 2030. The City will partner with a Housing Developer to complete the remaining tasks and convey parcels within the site for low-to-no cost to facilitate the construction of the required housing units. Through this Request for Qualifications (RFQ), the City intends to identify developers interested in collaborating on the final design and implementation of housing construction to be completed by December 31, 2030. Based on RFQ responses, up to five developers will be invited to submit more detailed proposals for the development project, including a comprehensive project description, any conceptual plans, and financial and proforma information.
