Demolition, site work and new construction of a mixed-use development in Barre, Vermont. Completed plans call for the demolition of a multi-residential development; elderly care / assisted living facility; and hospitality development.
The City seeks to identify qualified development teams experienced in urban redevelopment to transform the City-owned property located at 143 North Main Street, Barre, Vermont. The objective is to identify partners with the capacity to undertake a complex project involving demolition, environmental remediation, and new construction, with market-rate and/or senior housing as the highest priority, while hospitality uses will also be considered. Housing should support downtown vitality, increase the grand list, and provide walkable access to amenities. The City will convey the property for $1.00 and contribute to building demolition and site preparation, including asbestos remediation. The City has completed Phase I and II Environmental Site Assessments and will leverage Tax Increment Financing (TIF) as the primary public funding tool. All proposals are contingent upon approvals by the Barre City Council, Vermont Economic Progress Council, and a public bond vote. Responses should demonstrate experience, capacity, and alignment with City goals without requiring fully engineered or priced proposals. Submittals must include a cover letter, preliminary development concept, development approach, schedule, project team, relevant experience, and financial capacity. The City reserves the right to reject any proposal, amend RFQ elements, and invite select respondents to a subsequent RFP phase for more detailed proposals.
