Sealed proposals are invited for the construction of Wastewater Treatment & Collection Improvements, which includes constructing a new wastewater treatment plant, rehabilitation of an existing sewer lift station, replacement of a pressure sewer main, replacement of problematic sewer main locations, and miscellaneous other sewer system items. The estimated project cost is $4,950,000. The work must be completed within 730 calendar days from the commencement of the contract. Projects must comply with the "American Iron and Steel" requirements, with all iron and steel products produced in the United States. Bidders must possess a California Contractor's License, Class "A" (General Engineering Contractor) at the time of contract award. Bids must cover the entirety of the work, follow the provided Instructions to Bidders, and be accompanied by a Bid Bond or other security equal to 10% of the bid amount. The successful bidder must provide a Labor and Material Bond and a Faithful Performance Bond, each for 100% of the contract price. This is a public works project requiring full compliance with California labor laws and prevailing wage requirements. Federal Davis-Bacon Act wage rules also apply. Good Faith Efforts for Disadvantaged Business Enterprises (DBEs) participation are required, including outreach, posting opportunities, and considering subcontracting.
