The primary purpose is the procurement of three (3) replacement Transformer-Rectifier (T/R) sets for the Joy-Western, hot-side electrostatic precipitator at Platte Generating Station. The supplied T/R sets must meet or exceed the original design parameters, have compatible dimensions with the original transformers, and not require modifications to connect to existing electrical, bus duct, or oil containment. The equipment must be of heavy-duty industrial-grade design, suitable for use in a power plant operating environment, constructed to withstand rain, snow, sleet, hail, and temperature fluctuations below 0°F and above 100°F. The T/R sets must be fluid-immersed type OA suitable for outdoor installation, exposed to various climates. All external welds, coatings, and tank construction, insulation, and lifting requirements are specified. The contractor shall ensure the supplied T/R sets work with the existing current limiting reactor and complete a full factory functional test with documentation before shipping. Delivery of the fully assembled, oil-filled T/R sets must be made within 365 days of contract execution. A minimum one-year warranty covering parts and labor is required. Bidders must submit three references, an itemized cost estimate, explanations of deviations, installation and startup manual, estimated delivery, hardware specifications, drawings, and sample test and startup reports. Bids are evaluated primarily on itemized price, schedule, quality, economy, contractor experience, and adherence to specification. The contractor must comply with specified insurance requirements, fair labor standards, unemployment fund contributions, and nondiscrimination requirements. All bids must be submitted using the required forms; bid security of 5% is mandatory. Successful bidders must furnish performance and payment bonds each in the full amount of the contract price within the specified time. The Owner reserves the right to accept or reject any or all bids.
