**As of February 25, 2026, the project was awarded to HSS Inc, with an awarded amount of $87,018.64 .** The Sumner County Sheriff's Office is seeking proposals from qualified security contractors ("Vendors") to upgrade and expand our existing Access Control System. The objective is to modernize the current infrastructure, and add access control to additional facility entry points to enhance security, reliability, and system manageability. The goal of this project is to achieve a modern, reliable, and secure access control system that enhances facility safety, simplifies administration, and supports future scalability. Specifically, the project should: o Standardize on HID-compatible secure readers (including PIN pad functionality where required) to improve credential security and support flexible credentialing options. o Provide seamless access to all designated facility points, including jail, maintenance areas, Sheriff's Office administration, gates, and public entryways. o Deliver a clean, organized, and serviceable panel installation in the DVR room, with capacity for future system growth. o Eliminate current reliability issues (e.g., failing reader hardware and end-of-life biometric readers). o Enable efficient management through the latest Keri software, with full reporting, auditing, and administrative controls, as well as additional concurrent user licenses. o Ensure staff are trained to independently manage the system, supported by complete documentation for long-term reference. o Provide a sustainable solution backed by warranty, support agreements, and clear escalation paths for service needs. The desired outcome is a fully upgraded, unified access control system that improves security, operational efficiency, and user confidence while positioning the facility for future technology enhancements. Question Deadline 01/28/2026 All questions, including any follow up questions, must be received by Online. The point of contact for this RFP is Dwayne Moniz at dmoniz@sumnersherifftn.gov For any construction contracts, contractor shall first execute a good and solvent bond before the contract can be awarded. The bond shall be for no less than twenty-five percent of the contract price on all contracts in excess of $100,000. The Sumner County Sheriff's Office reserves the right to add/remove locations based on cost, security need, and unforeseen circumstances as they evolve. The Sumner County Sheriff's Office reserves the right to add or remove items and to make design changes as operational needs, physical security requirements, and the workflows of the Jail and Sheriff's Office continue to evolve or as unforeseen circumstances arise. System Upgrades o Replace all existing Keri readers with new HID-compatible secure readers (50), using the following readers based on Location. HID 40TKS-00-000000 Signo 40 Wall Mount Reader, Terminal Strip Connection, Black with Silver Trim (Replaces 920PTNTEK00000,921PMNTEKEA004) HID 20TKS-00-000000 Signo 20 Mullion Mount Reader, Terminal Strip Connection, Black with Silver Trim (Replaces R15, RP10) o Upgrade existing biometric entry points to HID readers with integrated PIN pad capability (10). Using the following readers based on location. HID 40KTKS-00-000000 Signo 40 Wall Mount Keypad Reader, Terminal Strip Connection, Black with Silver Trim (Replaces RK40, RPK40) HID 20KTKS-00-000000 Signo 20K Mullion Keypad Reader, 13.56MHz and 125kHz, OSDP/Wiegand, Terminal, Mobile Ready, Black with Silver Trim o Include compatible HID non-cloneable, encrypted, key sized fobs (600). o The installation of an oversized cabinet on the back wall in DVR room for better cable and equipment management matching the existing cabinetry. This requires including the appropriate amount of Keri NXT backplane boards to the existing and new cabinetry as needed for this upgrade and future growth. All communication wiring will need to be shielded to avoid interference with existing data, and electrical wiring, etc. Proposals may be hand delivered or mailed to the following address.
