The City seeks qualified professional planning firms to submit proposals to either update the existing 2015 Comprehensive Plan or develop a fully new Comprehensive (Master) Plan, based on the firm's recommended approach, methodology, and cost structure. The selected firm will collaborate with City staff, the Board of Aldermen, the Planning & Zoning Commission, and community stakeholders to produce a forward-looking, data-driven, and implementable plan to guide the City for the next 10–20 years. The objectives are: conduct broad community engagement; update or replace demographic, land use, housing, market, economic, transportation, and environmental data; evaluate municipal services and facility needs; develop a clear land use framework; recommend policy strategies on zoning, mobility, public facilities, utilities, housing, sustainability, and economic development; produce a detailed implementation matrix; and deliver a visually engaging, user-friendly plan. The scope of services includes: designing and executing an inclusive public engagement plan; conducting demographic, housing, and market analysis; providing land use, zoning, and development analysis; evaluating municipal services and facilities planning; performing transportation and mobility planning; integrating parks, recreation, and environmental planning; developing policy and strategic recommendations; and producing all deliverables as a professionally designed Comprehensive/City Master Plan with editable and print-ready files, maps, executive summary, implementation matrix, presentation materials, and assistance with public hearings and plan adoption. Instructions to bidders include submitting a cover letter, table of contents, scope of services proposal (max four single-spaced pages), firm information, public engagement approach, work plan and schedule, itemized pricing for both plan update and new plan options including all anticipated expenses, and at least three municipal references from the last five years. Proposals will be evaluated based on responsiveness, clarity, experience, staff qualifications, public engagement strategy, understanding of Weldon Spring’s context, deliverable quality, proposed cost and value, and demonstrated ability to produce actionable implementation plans.
