The City of Sunset Hills, Missouri is accepting sealed bids for the 2026 Concrete Slab Replacement Project. Bid documents are available from the city website under street projects and may also be viewed at the Drexel Plan Room. Bids should be clearly marked "BID OPENING: 2026 Concrete Slab Replacement Project_ PROJECT - ATTN: Construction Project manager". Bids shall be submitted on the Bid Proposal form provided. All work shall be performed according to City specifications. Proposed construction for the Project will consist generally of: Approximately 3,386 square yards of concrete (7" thick) will be replaced. These will include 7" thick selected slab replacements on Streets in the City of Sunset Hills (the "Work"). Question Deadline 01/20/2026 e-mail request to Jason Miller at Jmiller@sunset-hills.com for an interpretation thereof no later than seven (7) days before the date set for receipt of bids. 1. Scope of Work 1. Saw cutting (Pre-Removal) o Saw cuts are required prior to the start of slab removals at locations marked in the field and on the maps (large dots). o Saw cuts shall be a minimum 2-inch depth and will be checked with a gauge prior to payment. o If an existing saw cut is encountered for adjacent slab removal, the Contractor shall verify the cut is adequate for safe, straight removal to that joint. If not adequate, Contractor shall sawcut as needed. 2. Demolition and Disposal o Break up, remove, and properly dispose of existing concrete slabs. o Contractor is responsible for preventing damage to adjacent slabs. Contractor shall notify the City of any pre-existing adjacent slab damage (e.g., corner breaks) before commencing breakout. o Penalty: A minimum $100 deduction will be assessed for damage caused by the Contractor to adjacent slabs. o The City recommends perimeter saw cutting of all slabs to minimize breakage into adjoining slabs (not mandatory, but strongly advised). o Contractor shall remove no more slabs than can be placed and finished within three (3) calendar days. 3. Subgrade, Unsuitable Soil, and Base o Provide a 4-inch base of MoDOT Type-5 aggregate, compacted in accordance with St. Louis County Standards for Highway Construction. o Where bad/unstable soil is encountered, Contractor shall remove and replace with 4 inches clean rock to subgrade and seal with 4 inches of 1-inch minus in preparation for the new slab. o Contractor shall contact the City Inspector at all stages to verify need and quantities. o Bidder shall provide a unit price for unsuitable soil removal and replacement. 4. Utility Coordination o Contractor shall be responsible for coordination of all underground utilities and conflicts related to this work. 5. Traffic Control and Access o Contractor shall provide all traffic control and always maintain a minimum of one (1) lane of traffic. o Breakout operations shall be restricted to one side of the street at a time. o No street slab shall be closed to traffic for more than eight (8) calendar days, which includes a five (5) day cure time for new concrete. 6. City Inspection Requirements o Contractor shall coordinate with the City Inspector to verify compaction and slab thickness prior to concrete placement. o No slabs will be accepted for payment unless inspected prior to placement. 7. Concrete Placement and Forming o Install a new 7-inch thick concrete slab and 3-inch integral rolled curb (to match existing), and finish as specified. o Concrete mix: 6-sack mix, 4000 psi, 5% air entrained, 4-inch slump, with Meramec C gravel and Meramec sand. o Finish: strike off, float, and broom finish. o Soft forming method is required wherever a power screed is not used. Soft forming includes: careful removal of old slab with no over-dig, placement of a temporary 1"x6" form held with stakes against earthen bank, pouring concrete with simultaneous removal of interior stakes, then removing forms/stakes after placement. This method is required to minimize disturbance to sprinklers and dog fence wires and to reduce asphalt driveway/lawn restoration needs. 8. Joints and Slab Geometry o Install new full-depth 1/2-inch bituminous expansion joint material or sawcut new joints at 20-foot intervals, and at other locations directed by the City. o Single slab replacements: provide full-depth 1/2-inch bituminous expansion joint at one end of each slab. o Multiple slab replacements: provide expansion joints at a maximum 60-foot spacing. o Existing slabs longer than 24 feet shall be divided laterally in half with a control joint. o Intent is to achieve new slab geometry as close to square as practicable. 9. Curing o Apply curing compound in accordance with the manufacturer's specifications. 10. Cleanup and Restoration o Remove all concrete spoil from the site and broom clean all repair areas within 24 hours. o Remove all forms, stakes, nails, debris, trash, and concrete spoil. Leave work areas broom clean. o All excess dirt shall be removed from the site as excavated. o Backfill with pulverized topsoil and restore disturbed areas: o Non-Zoysia/Bermuda: seed and straw. o Zoysia or Bermuda: sod required for disturbed areas. o Restoration shall be to the satisfaction of the homeowner; Contractor shall address complaints directly with the homeowner. 11. Driveway Access and Apron Damage o Contractor is responsible for all damage to adjoining driveway aprons resulting from construction activities and shall coordinate repairs directly with affected residents. o Concrete driveway aprons: install a 1/2-inch full-depth expansion joint at the face where aprons adjoins new concrete pavement. o Contractors shall coordinate in advance with homeowners regarding any work that blocks or restricts driveway access to maintain reasonable access or provide alternatives. o The City will not repair asphalt driveway aprons. Contractor is fully responsible for asphalt apron damage caused by construction. o Contractor is encouraged to photograph and document poor-condition asphalt aprons and notify the City's on-site representative prior to beginning work in those areas. 12. Continuous Operations Once started, Contractor shall continuously prosecute the work and shall not suspend/abandon operations without prior City approval, except for inclement weather or conditions beyond Contractor control.
