Statements of qualifications and proposals are requested from consultants with experience assisting local governments with grant writing and implementation for Community Development Block Grant (CDBG) programs, including CDBG set-aside programs, CDBG-DR programs, CHIP Programs, and HOME programs. Responding firms should be qualified to provide grant administration and related services, including preparation of grant applications, environmental review records, draw/disbursement requests, assistance with financial administration of grant funds, record keeping, support for public hearings, assistance with required acquisition following the Uniform Relocation Assistance and Real Property Acquisition Act, assisting with preparation of bid documents, advertising, conducting bid openings, compliance with Davis Bacon and related labor requirements, Affirmatively Furthering Fair Housing (AFFH) requirements, and preparation of close-out documents. The contract will cover CDBG/GEFA/EDA/ARC/EIP/RDF projects/programs and other state and federally funded programs if funded, with a focus on public infrastructure, neighborhood housing improvements, and development of public facilities projects, including an Emergency Operations Center (EOC). This is not a request for a retainer of services, but firms may be reconsidered for future opportunities on a project-by-project basis within the next 2-3 years. Interested firms must submit information such as firm history, experience with CDBG/EIP and other DCA grant programs, capacity to complete the work, current workload, proposed scope and level of service, experience with similar projects and references, fees, Statement of Qualifications Form, and applicable Section 3 Certification forms if claiming Section 3 Status.
