The scope of work requires the consultant to provide 100% frontline Construction Engineering and Inspection (CEI) services needed for contract administration, construction inspection, quality assurance, materials sampling and testing, documentation, and general contract compliance for highway and bridge projects. The services may include monitoring and inspecting the construction contract for reasonable conformity with contract requirements, furnishing all required services and labor, and supplying necessary materials, equipment, laptops, supplies, and incidentals not specified as being provided by the Department. Concrete testing equipment and lab services will be provided by the Department. Consultants must comply with established departmental standard procedures and all applicable federal and state laws and regulations. Projects may require night and weekend inspections and testing and may involve various types of work such as widening, reconstruction, rehabilitation, bridge replacement, interchange construction, and resurfacing services. Instructions to bidders include submitting responses focused on completeness, relevance, and clarity, using a minimum font size of 11. Submittals must adhere to specified page limits, be prepared simply and economically, and avoid colored displays or promotional materials. Each project/contract requires a separate PDF submittal, named according to the specified convention. Submittals must comply with electronic submission requirements and deadlines. Late submissions will not be accepted. All costs of preparation and submission are the responsibility of the submitting party, and submittals become the property of the Department upon receipt. Designating parts of the submittal as proprietary will not prevent disclosure under the Georgia Open Records Act. The Department reserves the right to waive any technicalities or informalities as deemed in the best interest of the State.
