The contractor will manage all phases of the project and provide a Sub-Contracting Plan and Project Specific Safety Plan acceptable to the USPS Contracting Officer prior to issuance of the Notice to Proceed. Work must be completed within one hundred eighty (180) calendar days after receipt of the Notice to Proceed. The contractor must obtain 100 percent performance and payment bonds within seven (7) calendar days of receiving a Notice of Intent to Award and comply with USPS Contractor Screening Requirements. Minimum requirements include submission of two examples of comparable projects as defined in Attachment 22: Experience Profile, a complete price proposal with signed Offer and Award, Schedule of Values, and applicable unit prices or alternates. Offerors must affirm contract terms and conditions, acknowledge solicitation amendments, and comply with provisions regarding key personnel, representations and certifications, and authorized negotiators. Form VETS-4212 documentation is required, and contractors must register with the Department of Labor if not already registered.
