The Consultant selected for this project shall have the ability to deliver a wide range of professional engineering services including, but not limited to, project management, surveying, geotechnical and structural engineering services, environmental documentation, regulatory permitting, and the preparation of Plans, Specifications, and Engineers Cost Estimates (PS&E). Applicable documents acceptable to the City, the California Department of Transportation, and other involved regulatory agencies and utility companies will be completed as necessary to allow the City to immediately proceed to advertise for bids for construction. In addition, the Consultant shall develop and implement a comprehensive public outreach program for this project including, but not limited to, presentation materials and public workshops. The Consultant shall work with the Citys Engineering Division on development of the final trail alignment, coordination with stakeholders and negotiations with private property owners for easements or right of way acquisitions. The Consultant shall coordinate this project with Caltrans on behalf of the City and shall prepare the necessary forms and submittals required to proceed through the project development process and gain the appropriate approvals needed to construct the proposed improvements. Proposals are to be received at the City of Grass Valley City Hall office no later than 5:00 p.m., Wednesday, January 21, 2026. The proposal should include the name, title, address, phone number, an original signature of an individual with authority to negotiate on behalf of and to contractually bind the Consultant, and who may be contacted during the period of proposal evaluation. The proposal must also include the Acknowledgment and Affidavit form (Attachment A) including an acknowledgement that the Consultant has reviewed and accepted the City of Grass valley sample agreement (Attachment B) with or without qualifications.
