The Board of Commissioners of the County of Clay will receive sealed bids for paving Community Crossings Matching Grant approved roads and supplying asphalt and asphalt emulsions. Bids will be awarded based on the approval of the Community Crossings Matching Grant. These specifications are by law a part of your bids. Each bid must include the Application number as the bid project number. Each specific road section must be itemized within the bid and include estimated tonnage and price per ton. (Please be advised that mailed bids should be received in the Auditor's Office by Friday, January 30th, as the mail will not be delivered to the Courthouse on February 2nd until mid-morning.) Awarding of bids may be tabled for another date in order to review and compare specifics. Any questions concerning the requested work shall be directed to the Clay County Highway Department and must be resolved prior to the opening of bids. Bids shall be properly and completely executed on bid proposal forms (State Board of Accounts Contractor's Bid for Public Work - Form 96), accompanied by a NonCollusion Affidavit and a Certified Check or Bid Bond payable to Clay County in the amount of not less than ten percent (10) of the bid. Bids not completely filled out and executed properly shall be rejected. The Board of Commissioners reserve the right to reject any and all bids or to waive any irregularities in bidding which, in its judgement, will be in the best interest of Clay County, Indiana. The bidder awarded the contract will be required to furnish a separate Performance Bond and Payment Bond, each in the amount of one-hundred percent (100%) of the contract price before commencing work. The Performance Bond and Payment Bond shall remain in effect throughout the entire construction period. In addition, a Maintenance Bond in the amount of ten percent (10%) will be required for a period of one (1) year prior to a final acceptance by the Clay County Board of Commissioners
