The Town of New Windsor, Orange County, New York is seeking proposals for professional engineering services for the planning and design of water and sanitary sewer improvements for properties adjacent to Stewart Airport. The required services include the preparation of a preliminary engineering report to support an EDA grant application, construction plans and specifications for water and sanitary sewer improvements at Stewart Airport, preparation of a preliminary engineering report, environmental narrative and review, survey, preparation of construction plans, bid documents, permitting assistance, and construction management and inspection services. Bidders must be professional engineers with at least five years of experience in municipal engineering services, carry professional liability insurance of no less than $2,000,000, and adhere to Equal Opportunity Employer and Sexual Harassment Prevention Policy standards. Sealed proposals must be submitted, including one original and five copies, marked as specified, and must not exceed 10 pages. Proposals must contain: a transmittal letter indicating interest and commitment; a statement of the respondent's organization form and contact information; a fee structure statement; firm qualifications and experience; resumes of key personnel; references from three municipalities; and a list of municipalities served in the past five years, especially for similar projects. Proposals received after the deadline will not be considered. Minority and women-owned businesses are encouraged to respond. Submission constitutes acknowledgement of the requirements and scope of work. Only submissions delivered by hand, U.S. Postal Service, or Overnight Carrier Service will be accepted; fax and email submissions are not allowed. The Town may interview selected respondents in person or electronically and will consider staff experience, past work performance, and fee structure in its evaluation.
