Instructions to bidders include: sealed bids must be submitted; bid security is required; bidders must submit a list of similar successfully completed projects upon request; compliance with state contractor licensing laws and federal requirements (including American Iron and Steel and Build America, Buy America requirements) is mandatory; and bids must be delivered on time, with no withdrawal permitted within 60 days of opening. Only complete sets of bidding documents are available, and all bidders must clearly display their license number on the proposal envelope. The owner reserves the right to waive informalities or reject any or all bids. Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing.
