The work shall generally consist of replacement of lead service lines and galvanized requiring replacement service lines with PE and Copper service line material in the southwest section of the City of Pana. Bids must be submitted in sealed envelopes and clearly marked to indicate them as bids. All bidders are required to undertake specified affirmative efforts related to disadvantaged business enterprises at least sixteen (16) days prior to bid opening. Bidders must comply with the regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program, the Davis-Bacon Act, the Employment of Illinois Workers on Public Works Act, Illinois Works Jobs Program Act, and the federal "Build American, Buy American Act" requirements. Bidders are also required to comply with the President's Executive Order No. 11246, as amended. Proposals must declare that only persons or parties interested in the proposed work as principals are those contained in the proposal, and that the proposal is made without collusion. All proposals must be made on the forms furnished by the project engineer and contain the bidder's signature. The Owner may waive any informalities or minor defects or reject any or all bids, and will determine the lowest, responsive, responsible bid based upon the base bid for the work.
