Remodeling of a mixed-use development in San Diego, California. Completed plans call for the remodel of a laboratory facility; laboratory facility; and office development.

The City of San Diego is seeking a Construction Management Services Consultant team to support the Engineering & Capital Projects Department, specifically the Construction Management and Field Engineering Division's Buildings Construction staff (CMFE), for the Engineering Monitoring and Technical Services (EMTS) Naval Training Center (NTC) Lab Remodel and NTC Lab Solar Implementation project. The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The value range is between $500,000 and $2,000,000 Project Description: The NTC Harbor Laboratory, in its current condition and configuration, will not be able to meet the upcoming State of California Environmental Laboratory Accreditation Program (ELAP) standards due to outdated climate control and safety systems. To meet ELAP standards, the project aims to upgrade and remodel office & laboratory spaces to increase its functionality, address recurring HVAC and mechanical issues, comply with structural/seismic code and bring the site up to a level of "world-class" laboratory facility. The redevelopment of the NTC Lab facility will reconfigure existing office and lab spaces to accommodate a new sample and receiving room, cell assay lab, conference room, shower facilities, wellness space, high-density storage, private and open offices, revised and enlarged glass washroom, and renovated break room. Additionally, the scope of work includes constructing a new Ocean Operations lab building situated along the east side of the existing building and installing a photovoltaic (PV) system and parking lot carport structure. Other major components of the remodel include converting all mechanical, electrical, and plumbing systems to all-electric systems, installing new glazing systems and exterior sunshades, upgrading furniture and lab equipment, increasing the number of desks and workstations, addressing Americans with Disabilities Act (ADA) parking issues and accessibility, structural/seismic retrofitting for code compliance, and associated site improvements. The buildings (existing & new) will have all necessary systems, such as, but not limited to, electrical, fire alarm, security, fire suppression system, plumbing, data, etc. To ensure the NTC Lab facility remains operational throughout the construction, temporary office trailers and lab trailers will be used for the duration of the remodel and will be placed over the existing landscaped areas in front of the existing lab building. These temporary trailers will need to be ELAP certified for continued operations. The project will include coordinating the relocation of staff from the existing facility to temporary trailers and from the temporary trailers to the permanent facility once the remodel is complete. The estimated construction cost is approximately $30 million, and the project delivery method is design bid- build. Question Deadline 01/22/2026 at 5:00 PM PT
