The intent of this Request for Qualification (RFQ) is to seek statements of qualifications (Responses) from parties (the Respondents) interested in Port Moody Drainage Pipes Rehabilitation. More specifically, the intent of this RFQ is to short-list up to five (5) Respondents to participate in a Tender or Request for Proposal; however, the Corporation reserves the right to short-list a greater number of Respondents. The Corporation manages the main creek channels and the primary piping system that carries creek flows throughout the City of Port Moody which is comprised of three main catchments areas: Axford, Kyle and Williams. The Storm pipes within these three areas are showing signs of significant deterioration with the most prominent deterioration happening at the invert due to abrasion. This goal of the project is to repair the pipes within the Axford and Kyle catchment areas (Goulet Creek). The pipes range from 525 mm to 750 mm in diameter and approximately 300 m in total length. The Corporation is choosing to use the cured-in-place pipe (CIPP) trenchless rehabilitation method to repair the pipe to minimize surface disruption, done using the existing manholes and open creeks. An increase in diameter is not required, however a minimum reduction in diameter is desired. All bypass pumping equipment and hoses, pipes, fittings and manhole components for a flow bypassing, and all necessary ancillary equipment, shall be contractor supplied. In general, the work includes the supply and installation of all equipment, labour and materials related to the construction of the CIPP repair in the City of Port Moody. As this work is considered “in stream,” an Environmental Permit is obtained by the Corporation. The work(s) authorized in this Approval is expected to be completed on or before December 1st, 2026. Instream work during the reduced risk instream work window is expected to occur during the period of August 15th to October 31st, 2026.
