Holt County is soliciting Statements of Qualifications from experienced engineering firms to provide preliminary engineering services for a proposed public facilities project. The selected firm will collaborate with Holt County and four communities to evaluate project feasibility, conduct comprehensive infrastructure and transportation analyses, and prepare the technical documentation required to support grant applications. The planning effort will focus on recovery and resilience for advancing strategies for affordable housing, economic development, and community redevelopment in Holt County. Information to be provided includes: 1. The specialized experience and technical competence of the firm with respect to affordable housing, economic development, community redevelopment, and related work (25% determining factor). 2. The capacity and capability of the firm to perform the work in question, including specialized services, within a period of twelve months (35% determining factor). 3. The past record of performance of the firm with respect to factors such as control of costs, quality of work, and ability to meet schedules on similar projects (25% determining factor). 4. The firm's proximity to and familiarity with the area in which the project is located (15% determining factor). 5. References from prior clients for related work within the past five years. 6. Documentation of compliance with E-Verify requirements. Firms will be evaluated based on these qualifications, and the most qualified firm will be selected for pricing negotiation for preliminary engineering reports. Any contract for engineering design is contingent upon grant award.
