Holt County is seeking Statements of Qualifications from experienced firms to develop a county-wide Transportation Plan focused on recovery and resilience, in support of a proposed public facilities' project funded through the Missouri Department of Economic Development, Community Development Block Grant – Disaster Recovery (CDBG-DR) program. The selected firm will work closely with Holt County to assess project feasibility, perform transportation and infrastructure analyses, and prepare the technical documentation necessary to support grant applications and inform future design phases. The project will address street and sidewalk infrastructure damaged by stormwater runoff and flooding, with an emphasis on long-term improvements that enhance resilience and mitigate future disaster impacts. Submitted information must include: 1. Specialized experience and technical competence with transportation infrastructure, transportation resilience, and related work (25% determining factor). 2. Capacity and capability to perform the work, including specialized services, within twelve months from March 2, 2026 (35% determining factor). 3. Past record of performance regarding control of costs, quality of work, and ability to meet schedules on similar projects (25% determining factor). 4. Proximity to and familiarity with the project area (15% determining factor). 5. References from prior clients for related work within the past five years. 6. Documentation of compliance with E-Verify requirements. The firm will be evaluated on these qualifications, and the most qualified firm will be selected for pricing negotiation for preliminary engineering reports. Any contract for engineering design is contingent upon grant award and full project funding commitment.
