The TriRiver service area currently includes Sanford, Lee County, Pittsboro, Siler City, and Chatham County. Qualified firms are requested to provide assistance with lead service line inventory work, which may take place anywhere within the TriRiver service area, including areas that may be merged in the future. The work includes construction phase services and grant administration. Firms are to submit a Statement of Qualification that includes: - Approach to the Project: an overall understanding of the requirements and the approach to the project. - Firm Experience: a description of projects completed by the firm in the last 10 years. - Team Organization and Experience: an organizational chart showing all personnel assigned to the project, including all subconsultants. - Schedule: a plan and schedule for completing the work. - Additional Information: any other information making the firm most qualified for this project. Statements of Qualification should be organized according to these headings and should not exceed ten pages single-sided or five pages double-sided. Three copies must be provided. A cover letter will not count towards the page limit. Evaluation will be based on understanding and approach to the project, firm and team experience, experience with the TriRiver water system, experience with grant administration, and familiarity with the locality. The City of Sanford reserves the right to reject any and all proposals, to be the sole judge of the value and merit of the statements, to eliminate unresponsive statements, and to use any information submitted without limitation. Costs of preparing and submitting a statement are the sole responsibility of the firm. The City may seek clarifications, interview firms, and negotiate contract terms as deemed in its best interest. Firms must be licensed in North Carolina.
