The scope of work and instructions to bidders include obtaining complete sets of Bidding Documents from the designated website, with registration required to receive addenda and communications. Bidders assume all risks associated with digital documents and reproduction. After contract award, electronic documents may be provided for the contractor's convenience but are not contract documents unless explicitly stated. Bidders must demonstrate qualifications, including business authorization and licensing. Bids must be submitted in sealed envelopes, correctly addressed, and received by the specified deadline. Bids may be withdrawn or modified under certain conditions prior to opening. All bids must remain subject to acceptance for the prescribed period. The owner reserves the right to reject any or all bids, waive informalities, and award the contract to the lowest responsive and responsible bidder, considering base and alternate bids. Required bid security must accompany bids, and the successful bidder must furnish necessary bonds and insurance upon contract execution. The owner is exempt from Iowa state sales and use taxes, which should not be included in the bid. A completed Bidder Status Form must accompany the bid, and preference is given to resident bidders as required by law.
