Reference Number 0000409063 The Town of Eaton ("Town") seeks qualifications-based submissions from qualified development entities ("Contractors") to plan, design, finance, construct, and operate a mixed-use redevelopment on the Eaton Plaza property. The project seeks to provide new attainable and affordable housing, market rate housing, commercial activation, and community amenities that integrate seamlessly with Eaton Town Square and the surrounding neighborhood. The selected development entity will be responsible for all necessary entitlements prior to closing on the property. The Town is looking for innovative arrangements with a development entity partner and is open to partnership arrangements in order to achieve the goals outlined herein. This qualifications process is intended to assist the Town with identifying potential development partners. Once the qualifications submissions have been evaluated, the Town will request formal detailed proposals from the shortlisted set of applications. Those proposals will then be evaluated by staff and will include informational presentations to the Planning Commission (PC) and review and action by the Board of Trustees (BOT) and the Eaton Housing Authority (EHA). This RFQ is intended solely to evaluate the qualifications, experience, and general development approach of respondents. Financial terms, pricing, and detailed development budgets are not requested at this stage and will be requested only from shortlisted respondents as part of a subsequent Request for Proposals.
