As of January 2025, the County's Storm Drainage Program implemented a policy of using contractors "exclusively" for cleaning and maintaining the stormwater drainage ditches. These ditches are located throughout the 400sq miles of Accomack County. Keeping them open and functional plays an important role in road safety and protects property from flooding. Summary/ Background: As of January 2025, the County's Storm Drainage Program implemented a policy of using contractors "exclusively" for cleaning and maintaining the stormwater drainage ditches. These ditches are located throughout the 400sq miles of Accomack County. Keeping them open and functional plays an important role in road safety and protects property from flooding. Pitts Creek & Rt. 13 drains excess water from U.S. Route 13, and the Town of New Church. The successful contractor will clear and clean the drainage ditch back to its original parameters. Some projects will require a "snag & drag" approach to remove fallen trees and naturally occurring dams that restrict water flow. Other projects will require excavating leaf litter, debris and sedimentation to restore the original parameters of the ditch. This project is primarily a snagging operation. The existing structure provides drainage for U.S. Route 13, New Church and the surrounding area. The flow of water has been impeded by large snags, deadfall and some silt. There are two potential unloading sites for equipment upstream. (See exhibit map) The contractor will be responsible for notifying VDOT if unloading will take place on or near Rt. 13. The proposed snagging operation will start approximately 330 feet north of the intersection of Davis Rd. and Rt. 13 and head west following the contours of the existing ditch for approximately 3,000 feet. and stop short of the RR right of way, (approximately 75 feet from the RR bed). The excavator will then be maneuvered across a farm field, reloaded on a trailer at Depot Street and trailered to the downstream portion of the project to a field approximately 700 feet west of the intersection of Rt. 709 Farlow Rd. and Rt. 707 Slocum Farm Rd. (See exhibit map for unloading site) The excavator will then follow the field road back upstream, enter the woods near the marked location and reposition itself approximately 75 feet south west of the RR bed. The project will then continue the snagging operation for approximately 2,800 feet and terminate at State Route 707 Slocum Farm Rd. (Total length of project is approximately 5,800 feet.). Using an excavator and hand tools, the snagging operation will follow the original contours of the ditch, approximately 5 to 6 feet wide and no deeper than the original parameters or base of the roadside ditch at Rt. 13. Debris from the project will be deposited along the sides of the ditch along previously dug berms and excavations. No side ditches or streams will be blocked during this maintenance project. Mats are to be used in any areas where the soils are "soft" and will result in deep ruts without them. Any ruts or deep "scars" left in the open agriculture fields during extraction or positioning of equipment will have to be back filled with clean fill dirt and smoothed out. Please note: Potential contractors are only allowed to visit project sites when accompanied by County personnel. If you visit the site alone, you are trespassing on private property. *Bids exceeding $50,000 must be accompanied by a bid bond in the amount of 5% of the total bid price. This is not a sealed bid, therefore an electronic (emailed) copy of the required bidding documents along with the bid bond is acceptable. (Hard copy of bid bond can be mailed after award.) *If the successful bidder is awarded the contract in excess of $50,000, a contract shall be signed and a performance and payment bond furnished to the County of Accomack in the amount equal to 100% of the contract. Copies of licensure and/ or proof of insurance must accompany bid. Accomack County payment terms are net 45 days.
