Project is cancelled ** The County of Loudoun, Virginia (the County) is initiating a two-step (2-step) procurement process for the construction of the Adult Detention Center Expansion - Phase III (the Project). This Request for Qualifications (RFQu) represents Step One (1), through which the County is soliciting Prequalification Applications from experienced and capable General Contractors. The purpose of this phase is to evaluate and identify firms that meet the County's minimum qualifications and project-specific criteria. Only those General Contractors deemed qualified through this RFQu process will be invited to participate in Step Two (2), a formal Invitation for Bid (IFB) issued exclusively to prequalified firms. This solicitation is limited to General Contractors. The Work will be phased to avoid disruption to facility operations. Construction crews will be escorted by Loudoun County Sheriff's Office staff throughout the site. The scope includes a new forty-eight (48) bed, single-story inmate housing unit with mezzanine, designed to support mental health and re-entry programming. This addition includes a central control space, inmate recreation yards, and classrooms. The inmate housing addition is approximately twenty-five thousand (25,000) sf and will achieve Leadership in Energy and Environmental Design (LEED) certification. The Work also includes an administrative addition of approximately eight thousand (8,000) sf, which will provide new office space, a public lobby, public video-visitation areas, and a new public entry. Staff areas will include conference rooms, a lactation room, an open office area, and a staff break room. The existing kitchen and laundry areas will be renovated and expanded as part of the Work. Improvements will consist of new walk-in freezers and refrigerators, an expanded dishwashing area, cart storage, and additional laundry equipment. Kitchen equipment will be tested and replaced and/or supplemented as needed. The renovation area is approximately four thousand (4,000) sf, with an additional one thousand (1,000) sf of new construction. The Work further includes a new four thousand (4,000) sf prefabricated maintenance building with metal siding, asphalt shingle roofing, and a masonry water table. The building will contain an office, storage area, toilet room, overhead doors, and will be fully insulated and conditioned. Typical materials to be used in the Work include brick, concrete masonry units (CMU), metal roofing, metal siding, carpet, tile, polished concrete, paint, drywall, and acoustic materials and ceilings. Site work will include installation of a sanitary lift station, construction of a fenced staff parking lot, staff patio, public parking, magistrates' parking, a public access road connecting the public parking lot to Gorley Transit Road, and landscaping improvements.
