The purpose is to engage specialized resources and expertise of a Program Management Team to assist in optimizing and accelerating the delivery of the Capital Improvement Program. Bidders/Offerors are required to register in the Supplier Portal System at the time of bid opening or proposal submission due dates. Any prospective Bidder/Offeror must carefully examine the Solicitation and request clarifications via the Online Discussion feature in the Supplier Portal. Security clearance is required for access to plans and drawings. Proposals must meet the requirements of the Solicitation and be delivered in accordance with the identified time and manner. Each Bidder/Offeror must acknowledge receipt of any amendment to the Solicitation. Bidders/Offerors are responsible for the timely delivery of proposals and assume all risks for timely submission. The proposals are subject to correction or withdrawal under certain conditions outlined in the instructions. Each Bidder/Offeror must have the capability, expertise, manpower, equipment, capacity, and financial resources to execute the work described. The Commission may investigate to determine the ability of a Bidder/Offeror to perform the work described and may determine a Bidder/Offeror non-responsible if they do not have the capability, integrity, or reliability to perform the work. Any required bonds and insurance documents must be submitted to the Procurement Office. A contract is not considered accepted until executed by the Chief Procurement Officer or their designee and a Notice to Proceed is issued. Subcontract plans must be entered and approved in the web-based compliance system. Any actual or prospective Bidder/Offeror who is aggrieved in connection with a Solicitation or an award may protest by filing in writing with the Chief Procurement Officer within seven days of knowing the facts giving rise to the protest.
