The Consultant shall support WSSC in preparation of an annual Greenhouse Gas (GHG) emissions inventory to quantify the GHG emissions of the organization and the development of WSSC's Climate Action Plan and annual updates. Question Submission Deadline: December 9, 2025, 2:00pm Scope of Work The Contractor shall create the annual Greenhouse Gas (GHG) Action Plan updates including strategies required to meet WSSC's greenhouse gas reduction goals. The Greenhouse Gas Action Plan will provides an annual update of WSSC's greenhouse gas inventory categorized as the following: Scope 1 - Direct Emissions Scope 1 emissions, or direct emissions, result from sources, processes, or facilities owned or controlled by WSSC. The WSSC GHG inventory contains the following source categories for direct emissions: stationary combustion, mobile combustion, process-related, and fugitive (refrigerant usage). Scope 2 - Indirect Emissions Scope 2 emissions, or indirect emissions, result from energy-related activities owned or controlled by another entity that are being completed on behalf of the reporting entity. For the WSSC inventory, only indirect emissions from purchased electricity are included. Other sources of Scope 2 emissions, such as purchased heating, cooling or steam do not exist at WSSC. Scope 3 - Other Indirect Emissions Scope 3 emissions, or other indirect emissions, include those generated by activities over which WSSC has influence and that occur within WSSC's operational boundaries but are not owned or controlled by WSSC. The major sources of Scope 3 emissions are contracted services (such as treatment plant, solids transport, mixed solid wastes transport and disposal), chemical manufacture, and employees travel, Mobile source emissions are generated from equipment and vehicles operated by contracted businesses and from employees commuting and business travel in personal vehicles. Fugitive emissions from landfill disposal of solid waste and the land application of biosolids are also included as part of this scope. The annual Greenhouse Gas Action Plan will demonstrate WSSC's progress toward reducing GHG emissions and overall carbon footprint. The Contractor shall develop the annual Greenhouse Gas action plan updates. The format and content shall follow the WSSC Annual Greenhouse Gas Plan updates through calendar year 2024. The Contractor shall develop Climate Action Plan annual updates as requested by WSSC. The Climate Action Plan will include the impacts of climate change on WSSC facilities and operations, as well as strategies and actions taken to mitigate these impacts. The Climate Action Plan will also address WSSC efforts to reduce its carbon footprint and greenhouse gas emissions.
