Site work and new construction of a mixed-use development in Storrs Manfld, Connecticut. Conceptual plans call for the construction of a parking garage; and for site work for a parking garage.
The purpose of this project is to complete all design-phase services necessary to enable the University to issue a Request for Proposals (RFP) for the Design-Build delivery of additional parking capacity at the Storrs Campus. The project may include structured parking facilities, surface parking lots, or a combination of both, as determined through the ongoing feasibility study. The selected Bridging Architect will assist in developing design criteria, performance standards, and bridging documents to support the procurement and delivery of the project through a Design-Build model. The services to be provided will guide the technical, aesthetic, and functional requirements to ensure alignment with the University's goals, schedule, and budget. The Design Team is expected to review previous site feasibility and analysis studies and confirm alignment with the University's expectations for scope, schedule, and budget. The work culminates in comprehensive Bridging Documents suitable for use in the procurement process. The consultant will provide deliverables including a Project Kick-Off Meeting, program verification, evaluation of previous materials, cost and delivery data, and final program recommendations achievable within established requirements, budget, and schedule. The Bridging Architect and its consultants selected through this process are prohibited from participating as part of the team for any Design Builder submitting a proposal for the construction of the project. Instructions to bidders include participation in a two-part Quality-Based Selection process, attending a pre-proposal conference (optional), submitting requests for information through the specified platform, and responding to clarifications and addenda as posted by the University. Proposals must demonstrate managerial and technical ability, and integrity, and may be evaluated using objective technical criteria to develop a shortlist of qualified proposers, with cost proposals solicited in the second phase.
