The area of work encompasses all brick paver streets within the City of Winter Park, including downtown and residential areas. Each roadway repair location will be coordinated with the City’s project manager. Work includes installation of traffic control devices as part of Maintenance of Traffic (MOT) requirements, pre-walks to confirm work areas, pressure washing, repairing and straightening loose pavers, replacing broken pavers using city or contractor-supplied stock, regrading, recompacting, and reinstallation of paver base or lime rock road base and setting sand. Newly installed polymeric sand must be suitable for the joint width and properly compacted. All water used must be monitored using a City-approved hydrant meter, and the project area must be cleaned upon completion. All removed bricks must be palletized and wrapped for reuse if transported. New paver installations for roadways and sidewalks must conform to City standards, including excavation, subgrade compaction, base installation and compaction, and use of specified materials. The contractor is responsible for the repair and restoration of any City or private property damaged during work, including concrete, irrigation, and landscaping, to equal or better condition at no additional cost to the City. Contractors must demonstrate expertise with both historical and modern pavers and provide documentation of work in similar settings. Performance and payment bonds may be required for certain projects. Proposals must be submitted electronically, prepared according to provided instructions, and include all specified documentation. Responsiveness and responsibility evaluations will consider completeness, past performance, financial stability, and legal compliance. Proposals are evaluated and ranked according to criteria established in the RFP, and the City reserves the right to negotiate contract terms with selected respondents.
