The work involves the preparation of an "Asbestos Project Design" by a certified asbestos project designer, specifying how the asbestos abatement project will be performed for each house. The project design must address preparation of each asbestos-related work area, establishment of containment and decontamination units, evaluation and selection of fiber release control options, maintenance and monitoring of negative air pressure, regulated asbestos containing material removal or repair, visual inspection procedures, clean-up and final clearance procedures, air monitoring and associated documentation, respiratory protection and personal protective equipment requirements, procedures for handling and disposal of asbestos-containing materials and project waste, and maintaining personnel licenses and training certificates on-site. The project designer must be on SCDHEC’s AHERA Certified list and provide documentation of certification with the quote. The work also includes air monitoring services to be provided by SCDHEC certified and licensed Asbestos Air Samplers to perform air sampling during abatement activities, including visual clearance and TEM clearance (with possible variance for PCM monitoring), with quotes based on a per day rate assuming a 40-hour week and no weekend work. All asbestos containing materials must be removed and properly disposed of per SCDHEC regulations, including abatement by demolition if indicated. SCDHEC licensed asbestos firms interested in bidding should return the required documentation as specified in the instructions for submission.
