Summary The County of Santa Cruz invites sealed proposals from fully licensed, insured, bonded, and certified CONTRACTORS to furnish all labor, tools, equipment, and incidentals required to provide Elevator Maintenance Services. These services would include preventative maintenance, repairs, testing, emergency response, and performance verification for County-operated hydraulic and traction elevators across multiple County buildings. Established in 1850 as one of the state's original 27 counties, the County of Santa Cruz was originally called Branciforte. The name was later changed to Santa Cruz, which is "holy cross" in Spanish. The County of Santa Cruz geographically is the second smallest county within the State of California yet it has one of the largest unincorporated area populations. The 2020 estimated population for the County of Santa Cruz by the U.S. Census Bureau was 270,861. The County encompasses an urban service area of 440 square miles. Background The selected contractor shall provide comprehensive elevator maintenance, examination, lubrication, adjustment, repair, testing, and emergency response services for all County-operated elevators listed in the statement of work. All elevator components are included in the maintenance scope. Building infrastructure maintained by the County and major capital replacements addressed through separate quotation are outside routine preventative maintenance pricing. Any component not specifically excluded is considered included as part of the contractor's maintenance responsibility. All services must comply with applicable codes, manufacturer recommendations, and industry best practices. Walkthrough Order: Traction Passenger Elevators 1. 701 Ocean St, Santa Cruz, CA 95060 - Two (2) elevators 2. 1040 Emeline Ave, Santa Cruz, CA 95060 - One (1) elevator 3. 1080 Emeline Ave, Santa Cruz, CA 95060 - Two (2) elevators Oil Hydraulic Passenger Elevators 4. 215 Beach St, Watsonville, CA 95076 - One (1) elevator 5. 500 Westridge Dr, Watsonville, CA 95076 - One (1) elevator Question Deadline: February 6, 2026, 5:00pm All questions regarding this RFP shall be submitted through the Question & Answer section of this project listed on the County's OpenGov Procurement portal. Tentative Award: March 2026 Contract Negotiation: March 2026-April 2026 Board Approval of Contract: April 2026 Overview It is the intent of the County to award all services specified herein to a single contractor. The County maintains the right, as it may deem necessary, to add or delete services to this contract, with only a thirty (30) day written notice, in order to accommodate any future County offered programs or as a result in the reduction in County funds. Requests for increase in services will be negotiated with the successful bidder based on the hourly rates provided herein. The selected contractor shall provide comprehensive elevator maintenance, examination, lubrication, adjustment, repair, testing, and emergency response services for all County-operated elevators. All elevator components are included in the maintenance scope, with the exception of building infrastructure maintained by the County and major capital replacements, which will be addressed through separate procurements. Any component not specifically excluded is considered included as part of the contractor's maintenance responsibility. All services must comply with applicable codes, manufacturer recommendations, and industry best practices. Some elevator components may become obsolete during the term of the contract. Obsolete components are not included in the maintenance scope and will require a separate quotation for replacement, including any modifications needed to complete the work. A component may be considered obsolete if it is no longer produced or supported, has been designated obsolete by the manufacturer, or has been in service for twenty (20) years or more. The contractor will not be required to provide custom-made, reconditioned, or used parts. Replacement components installed due to obsolescence will be treated as standard components for maintenance purposes going forward, unless they later become obsolete. 4.2. Traction Elevators Five (5) Traction Passenger Elevators 701 Ocean St, Santa Cruz, CA 95060 - Two (2) elevators 1040 Emeline Ave, Santa Cruz, CA 95060 - One (1) elevator 1080 Emeline Ave, Santa Cruz, CA 95060 - Two (2) elevators Oil Hydraulic Elevators Seven (7) Oil Hydraulic Passenger Elevators 259 Water St, Santa Cruz, CA 95060 - One (1) elevator 846 Front St, Santa Cruz, CA 95060 - One (1) elevator 979 17th Ave, Santa Cruz, CA 95065 - One (1) elevator 1020 Emeline Ave, Santa Cruz, CA 95060 - One (1) elevator 5300 Soquel Ave, Santa Cruz, CA 95062 - One (1) elevator 215 Beach St, Watsonville, CA 95076 - One (1) elevator 500 Westridge Dr, Watsonville, CA 95076 - One (1) elevator Contractor Qualifications The selected contractor must demonstrate: Minimum five (5) years providing elevator maintenance to public agencies or similar entities Active California C-11 Elevator Contractor License Technicians who are: Certified Elevator Technicians (CET) or equivalent OSHA-trained Factory-trained for major equipment types in County buildings Adequate staffing for scheduled and emergency services Ability to provide 24/7 emergency response Ability to monitor emergency elevator phones where required 4.4. Reporting Requirements Monthly Service Reports Each report must include: Maintenance activities completed Findings and deficiencies Repairs completed or pending Documentation of emergency calls Fire Recall System test results Emergency Response Documentation Written service ticket for each emergency call-out 4.5. County Responsibilities The County shall: Provide a complete set of wiring diagrams Maintain machine rooms free of stored materials Ensure power availability Notify contractor promptly of elevator issues or unusual conditions 4.6. Quarterly Preventative Maintenance The selected contractor shall provide comprehensive elevator maintenance, examination, lubrication, adjustment, repair, testing, and emergency response services for all County-operated elevators All elevator components are included in the maintenance scope. Building infrastructure maintained by the County and major capital replacements addressed through separate quotation are outside routine preventative maintenance pricing. Traction Elevators Machines, including worn gear thrust bearings, drive sheave shaft bearings, brake coil, brake linings and components. Motors, including motor bearings, rotating element, commutators, brushes, and brush holders. Motor Generators, including motor generator windings, bearings, rotating element, commutators, brushes, and brush holders. Controllers, including relays, resistors, contacts, coils, leads, transformers, timing devices, and solid-state components. Governors, including sheaves, bearings, shafts, contacts, and governor jaws. Selectors, including electrical or mechanical drive components, cams, contacts, relays, resistors, leads, and transformers. Cars, including power door operator, door protective devices, car door hangers, car door contact, load weighing equipment, car safety devices, car guide shoes including roller guides. Hoistways, including deflector sheave, secondary sheaves, buffers, governor tension assemblies, compensating chair or cables, traveling cables, hoistway and machine room wiring, hoistway door interlocks, hoistway door hangers, gibs, and auxiliary closer. Hoist ropes and traction sheaves Door operator systems and related control equipment All accessory elevator equipment installed prior to commencement of the contract Hydraulic Elevators Pump Motor Muffler Controller Parts Valves and valve magnetic coils Packing and Seals Selector assemblies Traveling cables Electrical and mechanical elevator components necessary for proper operation 4.7. Standard Preventative Maintenance Tasks The following tasks are part of the standard preventative maintenance scope and shall be included as part of the contractor's proposed maintenance pricing: Renew wire ropes as needed to maintain proper safety factor Equalize tension on all hoisting ropes Repair or replace conductor cables as required Maintain original elevator speed, leveling, ride quality, acceleration, and deceleration Perform periodic checks and adjustments to group dispatching/supervisory systems Conduct monthly Fire Recall System testing 4.8. Elevator Telephone Monitoring Services Contractor shall provide continuous monitoring of emergency elevator telephones for the following County elevators: 701 Ocean Street, Santa Cruz, CA 95060 - Two (2) elevators 1080 Emeline Ave, Santa Cruz, CA 95060 - Two (2) elevators 5300 Soquel Ave, Santa Cruz, CA 95062 - One (1) elevator 4.9. Contractor Operational Requirements Contractor shall maintain the following operational capabilities to support the County's ongoing elevator needs: Maintain a sufficient inventory of major elevator components to support timely maintenance and repair, including but not limited to door operating equipment, controller switches and parts, solid-state units, selector tapes, door hangers, brake magnets, limit switches, and other spare and replacement parts deemed necessary for continuity of service. Ensure maintenance technicians are properly trained, qualified, and supervised Ensure all work complies with applicable codes, safety standards, and manufacturer requirements All preventative maintenance shall occur during standard working hours unless otherwise arranged and approved by the County. 4.10. On-Demand Response & Repairs (After hours, weekends, County holidays) Contractor shall provide: 24/7 emergency phone response Response to entrapments within one (1) hour Response to other emergencies within two (2) hours A written service ticket for each emergency call-out, documenting findings and actions taken Emergency and non-scheduled repairs outside the preventative maintenance scope shall be billed at the hourly rates provided in the contractor's price proposal.
