The City of Artesia ("City") is seeking proposals from qualified consulting professions or firms ("Consultant") related to building and safety (B&S) services on an "as-needed" basis for both residential and non-residential projects. The City's intent is to minimize response time and enhance customer service by supplementing in-house staff with consulting services in the areas of building plan check for high-profile projects and/or contractual services for additional building division positions. Positions may include but are not limited to: building inspection, building code enforcement, building counter operations, and other related services. Agreements with selected Consultant(s) will be for a three-year term with two (2) 1-year options at the discretion of the City. The selected consultant must demonstrate experience in providing the following: 1) building permit plan check services; 2) building permit inspection services; or 3) both building permit plan check and building permit inspection services. A list of the scope of services is provided herein. Consultants responding to this proposal must indicate the skills, ability, and/or services which distinguish the consulting professionals or firms from other consulting professionals or firms to make the proposal the best choice for the City. All proposals must contain the requisite information outlined in the RFP. This solicitation contains a description of the project and services required. Interested proposers have the responsibility of understanding what is required by this solicitation. During the review of the RFP, if the Proposer discovers any errors, omissions, or ambiguities within the RFP, they should identify them in writing and call them to the immediate attention to City of Artesia staff prior to the Written Question deadline referenced in the RFP. The City of Artesia shall not be held responsible for any person's/firm's lack of understanding of the program. There is no expressed or implied obligation for the City to reimburse responding consultants for any expenses incurred in preparing proposals in response to this request. Materials submitted by respondents are subject to public inspection under the California Public Records Act (Government Code Sec. 6250 et seq.), unless exempt. Optional Interviews Wednesday, February 25, 2026 Council Review and Approval Monday, March 9, 2026 PROJECT OVERVIEW The City's Department of Community Development is responsible for overseeing land use and development activities, including planning, zoning, building and safety, code enforcement, and parking enforcement. It is the responsibility of the Department to ensure compliance with the City's Municipal Code and Building Code standards and effectively promote a high-quality and aesthetically-pleasing built environment. The City's Building & Safety team operates as a function of the Department of Community Development. Building & Safety handles all aspects related to plan check, permit issuance, building and safety inspections, and issuance of Certificates of Occupancy/building final, in addition to serving as the City's Building Official. The City's Building & Safety team works closely with the City's in-house planning team to ensure projects not only comply with California/Los Angeles County Building Codes, but also Artesia development standards within the Artesia Municipal Code. The Building & Safety team is to be comprised of one building official, one plan check reviewer, and one building inspector. The City will provide an on-site Building and Safety Permit Technician. The scope of work shall include virtual, on-site, and off-site as needed, but is not limited to, the following: o One (1) Building Official o One (1) Plan Checker o One (1) Building and Safety Inspector o One (1) Building and Safety Inspector (After Hours) The City accepts, reviews, and approves plans and permits electronically utilizing OpenGov as its permitting software. The selected Consultant will be required to provide their own equipment to utilize the City's OpenGov software platform in coordination with the plan check review and inspection process. The selected Consultant will be expected to sustain or improve turnaround times and service responsiveness under this workload, while maintaining clear, customer-focused communication with residents, applicants, and stakeholders. Additionally, pursuant to Senate Bill 379, the City currently utilizes OpenGov as an online permitting platform for eligible express solar permits for the City of Artesia. The City maintains a consistent level of service delivery, which will also be expected from the selected Consultant. In-person Building & Safety services are available to the public during normal business hours, Monday through Thursday from 7:30 a.m. to 12:00 p.m., and Friday 8:00 a.m. to 12:00 p.m., City Hall is closed alternating Fridays. SCOPE OF WORK The ideal consultant team will provide highly qualified Building & Safety professionals that are committed to delivering efficient, accurate and timely plan check and counter services as needed to meet the City's needs; have previous experience working for municipalities in commercial, residential and industrial services; are customer service oriented; have sufficient on-going training to perform their assigned duties; and have experience successfully managing multiple tasks, assignments and responsibilities.
