The Public Works Department is seeking qualified bidders for the Drinking Water Well Inspection and Maintenance Program for Well No. 1 and Well No. 3. Bidders must use licensed well technicians and submit copies of required licenses. The scope includes reviewing historical well documentation, performing pump performance testing at comparable historical flow rates, removing and inspecting the well pump and components, recommending necessary repairs (which will be completed outside the main scope), conducting video inspections of the well casing and annulus, and providing inspection data to the Town. Disinfection of the wells and equipment per relevant standards is required before reinstallation. The contractor must perform post-service pump testing and provide a final report with all test data, recommendations, and digital inspection records signed by a professional engineer or geoscientist. Only one well can be removed from service at a time, with at least four weeks of normal operation between servicing each site. Bidders must attend the work site(s) prior to submission to confirm local conditions and scope. Required submission documents include the Form of Quotation, Bidder's Experience and References, List of Sub-Contractors, and Bidder Information. Submissions must meet all requirements, and non-compliant or incomplete submissions will be disqualified. The successful Bidder must maintain all necessary insurance and WSIB coverage, comply with all relevant regulations and Town policies, and complete work within the specified timeline. Retention of 5% of contract value for 45 days post-completion is required as a performance guarantee. All extra work must be authorized in writing by the Town.
