The chosen contractor is required to thoroughly clean anaerobic digester #4 at the facility. The primary work consists of pumping all liquids and solids from the digester and washing down the interior of the tank. The estimated volume to be pumped is approximately 230,000 gallons. The digester is about 85 feet in diameter, and the material to be removed ranges from the bottom of a 36-inch access hatch to a 12-inch drain at the center of the cone-shaped floor. The environment is hazardous due to the presence of combustible methane gas, and the area is classified as a Class 1, Division 1, and Division 2 Hazardous Area. The contractor must maintain safe working conditions for both their employees and facility staff, comply with confined space and OSHA standards, and follow all applicable federal, state, and local regulations. Emergency entry and exit provisions, blower-induced ventilation, and hazardous gas monitoring must be provided while work is performed in or around the digester. All work within the digester is classified as permit-required confined space work, necessitating continuous ventilation and hazardous gas monitoring.
