The work includes scarification, furnishing and placement of Hot Mix Asphalt (HMA) pavement, pavement markings, manhole adjustments, traffic control, signage, and other incidental items, all in accordance with the contract documents including Plan File No. 679-125/147. The location of work is along Beaver Avenue from Franklin Avenue to Hickman Road and on Beaver Avenue from Fagen Drive to Douglas Avenue, in Des Moines, Iowa. Bidders must provide bid security as defined in Section 26.8 of the Iowa Code. Contract documents will be available after January 26, 2026. Preference will be given to Iowa products and labor as required by Iowa statutes. Sales tax should not be included in bids; a sales tax exemption certificate will be provided for all material purchased for the project. The project must be fully completed not later than August 14, 2026. DBE/TSB Program: Annual and Contract Goals - The City's overall annual DBE/TSB goal will be based on the IDOT DBE overall annual goal established for the corresponding federal fiscal year as further adjusted and established by the Engineering Department to consider such factors as the current capacity of DBEs/TSBs to perform work, differences in the DBE versus TSB market, etc. By utilizing the IDOT overall annual DBE goal as the City's overall annual DBE/TSB goal, the goal will be independently reviewed annually and updated regarding the availability of the DBEs that are ready, willing, and able to perform work. Many DBEs are also certified as TSBs and the availability is similar. The City's overall annual DBE/TSB goal represents a target that the City would like to achieve by including DBE/TSB participation on City contracts; and is not a mandatory goal for this project. The Bidder is encouraged to use its best efforts to meet, and if possible, exceed the City's overall annual DBE/TSB goal.
