Site work for a water / sewer project in Rockville, Maryland. Completed plans call for site work for a water / sewer project.

Provide excavation and replacement of 16" and greater transmission mains, including but not limited to prestressed concrete cylinder pipe (PCCP), ductile iron pipe (DIP), cast iron pipe (CIP), and steel sections throughout Prince George's and Montgomery Counties, Maryland. Excavation may be required to expose pipe for forensic analysis, and pipe segments may be replaced with different segment material at the discretion of the Commission. The Contractor must demonstrate experience in the installation of large diameter water mains (minimum 3 miles of 16" or greater), installation of at least 10 miles of water main for water authorities, and successful project management of multiple sub-contractors. Key personnel must be experienced and certified/licensed in roles such as traffic control, erosion and sediment control, plumbing, joint seal installation, welding, and confined space rescue. The Contractor must have two crews available, submit required certifications, resumes, references for similar projects, and details of completed repairs. The Contractor must meet safety record requirements and have a plan for emergency response capability. Bid submittals require supporting project experience documents, personnel resumes, certifications, a list of similar completed projects, proof of independent crews, and company safety records for the past three years. Minimum qualifications for traffic control, erosion and sediment control, plumbing, welding, and emergency response capability must be demonstrated. Question Submission Deadline:January 29, 2026, 2:00pm Underground Solutions has been installing WEKO-SEALSfor the City of Milwaukee for several years. They have hundreds of seals in various size water mains. Underground Solutions has become the contractor or choice for internal repairs and emergency response. Underground Solutions has been installing WEKO-SEALS for the City of Arvada for many years. Successfully sealed 70 leaking joints in 48" RCP potable water piping in 2018 and 2019 Denver Water has been a repeat customer for over 20 years. Most recent project was the installation of 2,450 (60") WEKO-SEALS in Conduit 13. Project started in October 2019 and was completed in February 2020. We installed 560 - 36" WEKO-SEALS. Underground Solutions performed turnkey installations. We have been performing seal installations on a routine basis since 1982. Section includes requirements for furnishing and installing internal seals of pipe joints for pipe sizes 36-inch and larger and all related work. It is the intent of the Commission to retain a Contractor to provide excavation and replacement of 16" and greater transmission mains, which shall include, but not be limited to, the following types of pipe segments, prestressed concrete cylinder pipe (PCCP), ductile iron pipe (DIP), cast iron pipe (CIP), and steel sections throughout Prince George's and Montgomery Counties, Maryland. Excavation shall be required to expose pipe for forensic analysis. Pipe segments may be replaced with different segment material. Such material will be chosen at the discretion of the Commission. Required services shall include, but not be limited to, pipe replacements for various sizes of transmission mains at various depths. The pipe sizes can range from 16" to 96" or larger with various depths. The work will also include but not be limited to mobilization, setup and/or removal of water dam in pipes, dewatering (internal and external), clearing and grubbing, installation of mulch access mat, stabilized construction entrance, silt fence, temporary fencing, removal and re-installation of existing fencing, maintenance of traffic, saw cutting and pavement removal, excavation, placement of Graded Aggregate Base (GAB), borrowing material for backfill as needed, restoration, milling and placement of asphalt, placement of concrete for curb, gutter, and sidewalk, installation of manholes and entry ports, internal joint repairs, welding of internal and external joints, and coordination with the fiber reinforced polymer composite installers. Based on historical data, the road types may consist of arterial and state roads, non-arterial county roads, and non-paved areas. This contract also includes low voltage electrical services that may consist of installing electrical conduit and fittings of various sizes, hand holes, manholes, pull and junction boxes, electrical service equipment necessary for the utility company to connect the electrical power supply and other ancillary items. The Contractor will be required to ensure that certified personnel is provided for all trades of work (i.e. plumbing, electrical, welding). The Contractor is required to furnish all materials, labor, equipment, power, tools, maintenance, etc. to complete the work. The contract will be awarded to multiple contractors. Contractors may be assigned both Standard Work and Emergency Work. Work for both standard and emergency requests, may require the Contractor to coordinate with other contractors to complete a task. Work shall include, but not be limited to, the following: A. Section A - General Work Services 1. Mobilization and Demobilization Mobilization shall include all activities and associated costs for transportation of contractor's personnel, equipment, and operating supplies to the site, for the contractor's operations at the site. Demobilization shall include all activities and costs for transportation of personnel, equipment, and supplies not required or included in the contract from the site, including the disassembly, removal, and site cleanup after completion of work. Standard mobilization will be all requests which were notified, at least, 24 hours in advance. Emergency mobilization are all requests, which require a mobilization within 24 hours of notice. 2. Site Clearing The Contractor will be required to prepare the site for work to be completed. Site clearing may include but not be limited to the following activities: clearing, grubbing, tree removal, stump grinding and pavement removal (if necessary). 3. Site Protection The Contractor will be required to furnish, deliver, and install all material required to properly protect the worksite. Services may include, but not be limited to, installation of temporary fencing, silt fencing, tree root protection, and safety signs. 4. Site Restoration The Contractor will be required to restore the site to its original condition or better. The Contractor may be required to furnish such plants, shrubs, or trees based on site or permit requirements. The Contractor shall restore all turf and/or pavement required. The Contractor will be responsible for all seeding and sodding. 5. Access Road The Contractor may be required to furnish, deliver, and install all required access roads for completion of work. Access Roads shall be installed in accordance with the latest version of the MD Standards and Specifications for soil, erosion and sediment control details and attachments. B. Section B - PCCP Pipe Replacement The Contractor shall provide all necessary tasks associated with PCCP Pipe Replacement services. Services shall include all labor, material, tools and equipment required to perform the following tasks: excavation, extraction, hauling away of the replaced pipe segment, installation of the new pipe segment and backfilling. All material (except those provided by WSSC in accordance with section 9.10: WORK.b.5) and operations related to these activities should be considered incidental. The Contractor will be required to perform earthwork excavation for external forensic evaluation and analysis of distressed pipe determination. Excavation shall be required to expose pipes. The Contractor may be required to assist with forensic dissection or other sampling effort being specified and performed by a third-party inspector hired by the Commission. Replacement efforts will entail initial excavation work at locations along the pipeline to expose the existing PCCP for external forensic sampling, testing and evaluation by a third-party inspector hired by the Commission. The resulting evaluation may lead to the need for immediate replacement work. Requiring the contractor to perform replacement of distressed PCCP pipe sections. C. Sections C, D, and E - Pipe Excavation (Type 1, 2, and 3) The Contractor shall provide all necessary tasks associated with PCCP Pipe or Transmission Main Excavation services. Services shall include all labor, material, tools and equipment required to perform the following tasks: excavation, and backfilling. All material and operations related to these activities should be considered incidental. D. Section F - Non-PCCP Pipe Replacement The Contractor shall provide all necessary tasks associated with Non-PCCP Pipe Replacement services. Services shall include all labor, material, tools and equipment required to perform the following tasks: excavation, extraction, hauling away of the replaced pipe segment, installation of the new pipe segment and backfilling. All material (except those provided by WSSC in in accordance with section 9.10: WORK.b.5) and operations related to these activities should be considered incidental. The Contractor will be required to provide earthwork excavation for external forensic evaluation and analysis of distressed pipe determination. Excavation shall be required to expose pipes. The Contractor may be required to assist with forensic dissection or other sampling effort being specified and performed by third party inspector. Replacement efforts will entail initial excavation work at locations along the pipeline to expose the existing non-PCCP for external forensic sampling, testing and evaluation by a third-party inspector hired by the Commission. E. Section J - Joint Repair Services 1. Internal Joint Repairs a. General Joint Repairs The Contractor shall provide all labor, material, tools and equipment necessary to perform internal joint repair services. The Contractor will be required to provide all ventilation and above ground support required to complete the internal joint repair. All material and operations related to these activities should be considered incidental. b. Welding The Contractor shall provide all labor, material, tools and equipment necessary to perform internal joint repair services. The Contractor will be required to provide all ventilation, above ground support and welding services required to complete the internal joint repair. All material and operations related to these activities should be considered incidental. c. WEKO Seal or Equivalent The Contractor shall provide all labor, material, tools and equipment necessary to perform internal joint repair services. The Contractor will be required to provide all ventilation, above ground support and installation services required to complete the internal joint repair. All material and operations related to these activities should be considered incidental. 2. External Joint Welding The Contractor shall provide all labor, material, tools and equipment necessary to perform external joint repair services. The Contractor will be required to provide all welding services required to complete the external joint repair. Excavation for external joint repairs will be paid in accordance with Section 9.1 C of the specification "Sections C, D, and E - Pipe Excavation (Type 1, 2, and 3)". All material and operations related to these activities should be considered incidental. F. Section L - Direct Labor Direct labor shall be considered all labor categories that would be used on an as-needed basis. These labor categories must be approved in advance. G. Section M - Manholes & Entry Ports Construction The Contractor shall provide all necessary tasks associated with Manhole and Entry Port Construction. Services shall include all labor, material, tools and equipment required to perform the following tasks: excavation, extraction, hauling, new asset installation and backfilling. All material (except those provided by WSSC in accordance with section 9.10: WORK.b.5) and operations related to these activities should be considered incidental. H. Section P - Water Removal & Ventilation The Contractor shall provide all necessary tasks associated Dewatering and Water Removal Services. Water Bypass systems must meet AWWA standards and MDE requirements. Contractors shall ensure that cross contamination will not occur. Services shall include all labor, material, tools and equipment required to perform the following tasks: setup of system to divert water from the work area, and maintenance and removal of system. All material and operations related to these activities should be considered incidental. Work shall be completed in accordance with WSSC's Standard WSSC's Standard Specifications, (2019 or latest), 02511 for Chlorination and Dechlorination. I. Section T - Traffic Control Items The Contractor will be required to provide Temporary Traffic Control Services (Traffic Control Services) as outlined through Maryland's Department of Transportation (MDOT) Maryland's State Highway Administration (SHA), and the Manual of Uniform Traffic Control Devices (MUTCD) Standards. Traffic Control Standards for Montgomery and Prince George's Counties will supersede SHA standards, if specified by the county. The Contractor will be responsible for supplying, labor, equipment and materials necessary to execute the required Traffic Control Plan. Work shall include, but not be limited to, traffic control setup and maintenance; furnishing and delivering of equipment; flagging services and management of traffic control services. J. Section V - Valve Installation The Contractor shall provide all necessary tasks associated with Valve Installation Services. Services shall include all labor, material, tools and equipment required to perform the following tasks: excavation, extraction, hauling, new valve installations and backfilling. All material (except those provided by WSSC in accordance with section 9.10: WORK.b.5) and operations related to these activities should be considered incidental.
