Construction of overflow structure and connection to existing sewer main for Water Plant Backwash Ponds. Question Deadline 02/07/2026 Bidders desiring further information or interpretation of the Plans or Specifications must make request for such information to the Engineer All work is to be performed, and all construction and materials used and furnished, in accordance with the plans and specifications prepared by Infrastructure Solutions Group, LLC and on file at their office. The project is funded through the American Rescue Plan Act (ARPA) grant program, requiring compliance with Labor Standards Contract Provisions and, if the total project cost exceeds $10,000,000, compliance with the Davis Bacon Act. The bids filed and opened with the Wetumka Municipal Authority will be considered by the Owner, at a meeting to be held in Wetumka, Oklahoma, on the 9th day of February, 2026. Bidders must submit sealed bids, accompanied by either a certified or cashier's check from a solvent bank located in Oklahoma, or a Bidder's Bond in the amount of five percent of the bid, as a guarantee of ability to perform the contract and enter into a written agreement with the Owner. Construction, Maintenance, and Statutory Payment Bonds in the amount of 100% of the contract price are required, from a Corporate Surety licensed in Oklahoma and approved by the Owner and Consulting Engineer. The Maintenance Bond will guarantee repair of all damage due to improper materials or workmanship for one year after the Owner's acceptance of the work. Each bid must be accompanied by a sworn statement that the bidder has not entered into any agreement with other bidders regarding bid price, amount, or limiting bids, nor for paying money for promotional expenses or dividing profits or contract subject matter. All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, national origin, age, or physical handicap, and bidders must comply with the President's Executive Order No. 11246 as amended. Bidders must fully comply with EPA's Disadvantaged Business Enterprise Requirements for the OWRB ARPA program and employ six "good faith efforts" to solicit disadvantaged business enterprises. For projects exceeding $10,000,000, Davis Bacon Act wage rules apply. System for Award Management (SAM) registration is required for all applicants and awardees and must remain active for eligibility.
