Seeking qualifications-based proposals from professional engineering consultants for all engineering services required for the preparation support and project management of a 7 million gallon a day water treatment plant. This includes a review of all drawings and specifications to be included in the invitation to bid for the construction of the plant, leading and participating in a constructability review, incorporation of the results into the invitation to bid, and other engineering and consulting support as needed to prepare a thorough and complete invitation to bid (Phase 1). This also includes follow-on project management support to lead the construction and commissioning of the water treatment plant following construction contract award. The project will include, but is not specifically limited to, the following tasks and phases: Phase 1: Invitation to Bid (ITB) Preparation Support; Phase 2: Project Management. Proposals must be from a professional engineer registered in Oregon and be physically received by the specified deadline. Proposals are limited to eight pages. Selection will be based upon weighted criteria such as similar project experiences, general experience, staffing availability, implementation strategy, independence of review, schedule, and response time. All proposals must be submitted as set forth in the solicitation document. The City reserves the right to reject any and all proposals, to waive informalities, or to accept any proposal which appears to serve the best interest of the City.
