The Town of Reynolds is seeking proposals for the provision of services related to the administration of a water improvement project with financial assistance from the CDBG Wastewater Drinking Water Program. Required services include grant administration, environmental review, and labor standard services necessary to administer the grant. The contract will be a firm, fixed-price agreement contingent on final commitment of grant funding, with all services delivered for the agreed price. Proposals should include a description of expertise, experience and resources relevant to the project, a list of similar projects previously completed, references, resumes of professional staff, name of the project leader, a detailed description of the scope of services and proposed prices, project timeline, and proposed fee. Proposals must also include the name, title, address, and telephone number of individuals authorized to negotiate and bind the proposer contractually, and who may be contacted during proposal evaluation. Evaluation criteria for awarding the contract will include firm history and resource capabilities, evaluation of assigned personnel, related experience, financial management and cost allocation experience, familiarity with local experience, ability to relate to the project, analysis of narrative statement, references, and price comparison. Five copies of the proposal are required for submission. Each proposal will be reviewed for completeness and clarity according to these criteria. The Town reserves the right to reject any and/or all proposals.
