Sealed bids are invited for the construction of FY 2024 LCDBG Wastewater Treatment Plant Improvements, Contract 2 - Treatment Improvements, for the Town of Vinton. Bids must be delivered to the Vinton Town Hall and marked accordingly. Bids received after the specified date and time will not be considered. Bidding documents including the Information for Bidders, Bid Proposal form, Contract, Plans, Specifications, Bid Bond, Performance Bond, and Payment Bond forms can be obtained electronically from Meyer & Associates, Inc. Bidders are required to obtain an original set of electronic bidding documents to submit a bid. The Owner reserves the right to reject any or all bids for just cause. Bidders must have an active UEI Number, as verified at www.sam.gov, prior to the start of construction. Each bid must include security as specified in the Information for Bidders and must use sureties listed as acceptable on the U.S. Department of Treasury Circular 570. Bids cannot be withdrawn within forty-five (45) days after opening. The contractor is to begin mobilization and procurement of materials within ten (10) working days of receiving the Notice to Proceed. Bidders must observe employment conditions and minimum wage rates, comply with Section 3 Employment Opportunities, Build America Buy America (BABA), Segregated Facilities, Executive Order 11246, Public Law 17758, and all applicable laws and regulations. Required attachments and certifications must be executed and submitted with the bid proposal. Minority, female-owned, and Section 3 firms are encouraged to submit bids.
