The City of Joplin, Missouri is requesting sealed proposals for professional planning services to prepare updates to JATSO's Active Transportation and Bicycle & Pedestrian Transportation Plan. Detailed information, including the scope of work, requested services, submittal requirements, and evaluation process, is available on the City's website. Proposals must be submitted by the specified deadline. The City reserves the right to evaluate all proposals, reject any or all proposals, solicit again at a later date, waive any irregularities in the proposal, negotiate variances from specifications, and make awards in the best interests of the City. The City will make the final decision in all matters regarding acceptance of proposals and issuance of awards. Although the city has implemented trails and some on-street bike lanes, the city still lacks robust pedestrian and bike connectivity, infrastructure design/construction standards, and infrastructure preventative maintenance specifications and schedules. Both the Bicycle & Pedestrian Transportation and Active Transportation Plans provide construction design guidelines, JATSO wants to incorporate a set of construction design standards governing future bike and pedestrian infrastructure projects into the plans. The updated plans shall also include bike & pedestrian infrastructure preventative maintenance specifications and schedules. Construction standards and maintenance specifications shall conform to those specified in NACTO's Urban Bikeway Design Guide 3rd Edition. JATSO and the City of Joplin are committed to exercising meaningful public involvement with traditionally underserved populations. Public involvement strategies used for the plan updates should involve a combination of in-person, digital, virtual, and print tools, in languages spoken by community members, along with intentional and varied outreach methods to ensure that people with disabilities and diverse needs and experiences are aware of and can participate in opportunities to have a meaningful impact on decision making. The firm's public involvement strategies should also be tied to the expected impacts of the project or program. The consultant is expected to use information provided in the current Active Transportation and Bicycle & Pedestrian Transportation Plans as well as the Metropolitan Transportation Plan and others that have been developed within the last five years by JATSO and other communities and agencies. Some of these plans include, but are not limited to: o Cities of Joplin, Webb City, and Carl Junction Comprehensive Development Plans o JATSO Origin & Destination Study o JATSO Transportation Improvement Program (TIP) o MoDOT's STIP o City of Joplin Capital Improvement Program o Harry S. Truman Coordinating Council Transportation Plan o Safe Roads and Bridges for All (SS4A) Safety Plan In addition to reviewing these documents, the consultant will review census information and other transportation related data. The consultant will work with and gather information from a variety of public sources including citizens, JATSO Policy Board, local and state officials, HSTCC regional planning commission, and the Joplin Complete Streets Committee. The final updated Active Transportation Plan and Bicycle & Pedestrian Plan documents will be provided to the City of Joplin in both printed and PDF versions. All graphics and tables are to be compatible with ESRI ArcPro. The consultant will provide shape files of all maps created for both plans upon completion of the final documents. A PDF version of JATSO's current bicycle network map that is printable in an 8" X 11" format is also required.
