The CITY OF PLAQUEMINE, Louisiana is seeking statements of qualifications from firms to provide engineering and consulting services for the PHMSA Natural Gas Distribution Infrastructure Safety and Modernization Grant program and services. The City is soliciting qualifications from experienced firms to perform consulting engineering services in compliance with U.S. Department of Transportation, Pipeline and Hazardous Material Safety Administration, and the State of Louisiana. Awarded firms shall be responsible for the performance of all required contracted grant administration and consulting services, as well as any and all associated services as required by the City. All submitted submittals shall be for principal firms and may include sub-contractors. Interested firms must submit one marked original, five copies, and an electronic scanned PDF file (on either DVD or USB thumb drive) of their submittal to the City. Submittals shall be mailed or delivered in a sealed envelope or package and labeled as specified. No SOQ’s shall be received or considered after the stated deadline. Late submittals received after the deadline, either by mail or otherwise, will not be considered and will be returned unopened. The time of receipt will be determined by the time received in the City’s office. Submittals are the sole responsibility of the vendor for assuring that they are received by the designated date and time. No faxed, electronic, or oral submittals will be accepted. The City reserves the right to waive minor irregularities, reject any or all submittals, and otherwise act in the best interests of the City. Submittals will be evaluated and ranked in order of preference by the City, which intends to negotiate an agreement with the highest ranked proposer. Presentations or additional information may be requested as needed. All costs or expenses incurred related to preparation and submission of submittals shall be borne by the proposer.
